WHITE PAPER MOVEMENT / 2022 / China and overseas

One blank sheet,
different lived realities.

Gatherings took place beyond one square or one city. People brought different experiences to mourning and expression. Solidarity events abroad brought the story into international public discussion, but participants inside and outside China did not face the same conditions or risks.

1 / Inside China / Cities, campuses and distinct scenes
Shanghai

Mourning and public protest

Urumqi Middle Road became a widely reported gathering place. Flowers, candles and blank sheets connected grief for those killed with dissatisfaction over lockdowns.

Beijing

Expression on campuses and streets

Gatherings appeared at universities and in public spaces. Participants differed in age, identity and demands; later reporting also described police checks and content removals.

Chengdu, Wuhan and elsewhere

Local expressions

Footage showed gatherings or solidarity in multiple cities. Reporting and online visibility were uneven, so a few images cannot stand for a complete account of every place.

Urumqi

Mourning began with the fire and lockdown questions

The people killed and their families remain central to this history. Questions about escape conditions, rescue and causation require continued comparison with independent evidence.

2 / Solidarity abroad / Support and documentation

Mourning, vigils or solidarity gatherings appeared in places including Hong Kong, London, Paris and universities in the United States. Participants held blank sheets, laid flowers or read statements to mourn the victims and support freedom of expression. Events abroad could be organized publicly, covered by media and documented more openly; this differs from the risks of removal, police checks or detention faced by people inside China.

The Chinese Wikipedia article compiles reports of activity in at least 21 provinces and nearly 100 universities, as well as in places including Hong Kong, Macau, Taipei, Kuala Lumpur, London and Tokyo. Coverage was uneven; treat these figures as a compilation, not an exact census. Solidarity abroad cannot replace the voices of people directly affected inside China, nor represent every Chinese person. Placing each gathering in its local context makes both the connections and differences visible.

3 / How to read the record / What images leave out

Social-media footage is often fragmentary; time, place and what happened next need corroboration. Preserve the original publisher and date when sharing. Do not present an unverified claim as fact. In a restricted information environment, clearly marking “not independently verified” is part of treating participants responsibly.
